Federal agents arrested Ian Brinksman, 42, in Washington, D.C., on Oct. 23 and prosecutors charged him with unlawfully transmitting national defense information, according to an FBI affidavit and charging documents described in the source article.

What the affidavit alleges

The affidavit describes at least five occasions in 2026 when Brinksman allegedly accessed classified reports — some marked Top Secret — that were unrelated to his assigned duties. Shortly afterward, he contacted a woman referred to as “Individual 1,” and articles with matching details appeared on her Substack newsletter, the affidavit says, per the source. Investigators noted more than 800 phone calls between the two this year, sometimes within minutes of Brinksman viewing the material, according to the same account.

Who ‘Individual 1’ may be

The affidavit does not name the journalist. Ynet Global identified her as Aída Chávez based on documents obtained by the outlet, according to the source. Chávez is a former correspondent for The Nation and The Intercept who has also written for The Hill and contributed to The Washington Post. On her Substack, she has stated that she accepts leaks and has published reporting based on classified CIA assessments she believes the public deserves to know, the source notes. Chávez has not been charged.

What prosecutors say

Assistant Attorney General John Eisenberg said Brinksman “reached far outside his own duties to obtain some of our Nation’s most closely held secrets and handed them to a romantic partner he knew intended to publish them.” Prosecutors say the charge carries a potential sentence of up to 10 years in prison.

The article also says CIA Director John Ratcliffe confirmed Brinksman worked as a contractor for the agency and held Top Secret clearance.

Topics reportedly published

Several of the Substack articles with details matching the classified material concerned Israel, including a CIA assessment on the risk of internal conflict and reported Israeli discussions with the Trump administration involving an Iranian negotiator, according to the affidavit as described in the source.

Other reporting and open questions

Reporter Kaelan Deese posted on X that Brinksman’s LinkedIn lists Deloitte, national security consulting, and current service as a U.S. Navy reserve intelligence officer. The source article says Brinksman has not publicly commented on the charges.
