 Student Under Investigation For Giving FREE Haircuts to Homeless [WATCH]

(Scroll down for video) A student in Tucson, Arizona, is devastated after learning that he was under investigation for providing free haircuts to the homeless.

Juan Carlos Montes de Oca, who is studying cosmetology, is being investigated by the Arizona State Board of Cosmetology, after receiving a complaint about him.

Investigators are accusing the student of operating without a license. Montes de Oca admitted to performing haircuts on the homeless free of charge.

He expressed his concern that the board might shut the door on his cosmetology career even before it began.

People are angry with the board after learning about the investigation, saying that the student should not be punished for helping the poor.

The student performed dozens of free haircuts because he is a kind individual and in the memory of his mom who lost her hair.

Arizona Governor Doug Ducey wrote a letter to the board, slamming their decision to investigate the student. Ducey said that the student should be praised instead of being investigated, and criticized the heavy hand of the government.
